China had 450m internet users at the end of November 2010

"Wang Chen, director of China's State Council Information Office (SCIO), announced yesterday that as of the end of November China had 450 mln Internet users for a penetration rate of 33.9%, up 66 mln users from the end of 2009 with an annual growth rate of 20.3%."
