Is there a more updated version of this Data set? I would like to see how the Twitter users by country & City has improved 2 years later to 2012, more so, I would like to see how Twitter users increased in Japan since the Earthquake & Tsunami of 3/11/2011.

No - sadly not! Twitter are frustratingly shy at revealing any breakdown of numbers. Also, services like comScore aren't much help, as they only look at web access, and a lot of Twitter access happens over mobile. I'll keep my eyes peeled for any updates though.
